Groundwater Management Fee & Appeal Process

Each year, the CMA GSA Board of Directors evaluate the revenue required and set the Extraction Charge and Acreage Charge for the upcoming fiscal year. 

The CMA Sustainable Groundwater Management Fee Study Report ("Report"), dated April 21, 2025, created a five-year financial plan for the CMA GSA to identify the cost of service and the revenue that must be recovered to finance the CMA SMA groundwater sustainability program and to derive fees that align with the requirements of Proposition 218.  The Report includes the proposed maximum Extraction Charges and Acreage Charges for five fiscal years beginning July 1, 2025.

FYE 2027 Fees (July 1, 2026-June 30, 2027) per CMA Resolution No. 2026-01 approved by CMA Board of Directors on May 18, 2026:

  • Extraction Charge (charge per acre-foot): $63.32
  • Acreage Charge (charge per acre): $2.08
CMA GSA Resolution No. 2026-01 Setting Groundwater Management Fee and Requesting Collection of Groundwater Management Fees for FYE2027 in the same manner as Municipal Ad Valorem Taxes (Adopted May 18, 2026)

FYE 2026 Fees (July 1, 2025-June 30, 2026) per CMA Resolution No. 2025-03 approved by CMA Board of Directors on June 23, 2025:

  • Extraction Charge (charge per acre-foot): $63.32
  • Acreage Charge (charge per acre): $2.08
CMA-Resolution No. 2025-03:  Setting Groundwater Management Fee and Requesting Collection of Groundwater Management Fees for Fiscal Year End 2026 (FYE 2026) in the Same Manner as Municipal Ad Valorem Taxes (ADOPTED June 23, 2025)
