Groundwater Management Fee & Appeal Process
Each year, the CMA GSA Board of Directors evaluate the revenue required and set the Extraction Charge and Acreage Charge for the upcoming fiscal year.
The CMA Sustainable Groundwater Management Fee Study Report ("Report"), dated April 21, 2025, created a five-year financial plan for the CMA GSA to identify the cost of service and the revenue that must be recovered to finance the CMA SMA groundwater sustainability program and to derive fees that align with the requirements of Proposition 218. The Report includes the proposed maximum Extraction Charges and Acreage Charges for five fiscal years beginning July 1, 2025.
